On 28 December 2005, the municipality of Bystričany delivered the Application for the provision of a non-refundable financial contribution to the Ministry of the Environment of the Slovak Republic. The decision of the Minister of the Environment on the approval of the application was delivered to the municipality on 5/15/2006.

The contractor of the construction works was the company STS, sro, Stavebno - obchodná spoločnost, Záhradnícka no. 3, 971 01 Prievidza based on the results of the public tender. Technological equipment (e.g.: universal tool carrier, Lis Ekosack 50, biological waste crusher) was purchased from several suppliers according to the results of public procurement.

The main goal of the project was to improve the quality of separate waste collection in the village. We wanted to reduce the amount of municipal waste and minimize the negative impact of waste. At the same time, we set ourselves the goal of ensuring maximum recovery in the form of secondary raw materials and the use of biological waste for organic fertilizers. On this path, the most important step is the construction of a composting facility in the village of Bystričany, the improvement of the established waste management program and the subsequent material and energy recovery of the waste for the benefit of the municipality.
